In 1843, in the German resort casino town of Homburg, French colleagues Francois and Louis Blanc presented one "0" style roulette wheel to compete with others, the traditional casino wheel, with single and double zero.
When American roulette wheels were wheel-shaped in the past, as shown in the 1886 Hoyle gambling book, there were numbers 1 through 28, plus one zero, double zero, and the American Eagle. The eagle's nest, which was a symbol of American freedom, was a house slot that would bring additional advantages to the casino. Soon, the tradition disappeared and since then the wheel functions only with numbered slots.
According to Hoyle, "the common 0, the double 00 and the eagle, and when the ball lands on one of them, the bankers offer what is on the table, except when it may happen that the bet it's one of them, when it pays 27 to one, which is the sum payable for all sums, for any one number."
