The Migration Issues Group of the Rietava Police Commissariat checked the documents of Eduarda Korenevskyte, a resident of the village of Labardzai of Rietavas, to determine whether he belongs to the Republic of Lithuania.

Eduarda Korenevskyte was born on February 21, 2006 in Labardziai village, Rietavas municipality, nationality not specified. Father Konstantin Korenevskiy, etnish groups - Polish, mother Grazina Korenevskiene, etnish groups - Lithuanian, which is confirmed by birth certificate AA No. 560714, issued on 09.04.2008 by the civil registry office of the municipality of Rietavas, record number: 30.

Mother Grazina Korenevskiene, born 08.03.1983, have subject belonging from the Republic of Lithuania. The Commitment signed whith the Republic of Lithuania on 12.06.1999 at the Migration Department of the Kedainiai Police Department. The identity of the subject is presented by the identification card 10800204 issued on 31 March 2005 by the migration group of the Rietavas police station (44). 2008-06-10 G. Korenevskiene filed an application to grant the Republic of Lithuania the child subject belonging.

Father Konstantin Korenevskiy was born on April 15, 1965 and is a subject belonging of Russian. The person presented was issued a travel document the Russian Federation No. 51.2758084 dated July 12, 2007 at the Migration Department of the Rietavas Police Commissariat the Russian Consulate in the city of Klaipeda, the travel document is valid until July 12, 2012. However, K. Korenevskiy did not submit an application for a decision on the child’s subject belonging of the Republic of Lithuania.

In accordance with Article 9, Part 1, Article 32, Part 1 of the Law of the Republic of Lithuania on Citizenship of 17 September 2002, the job description of the senior specialist of the migration group, approved by Order No. 23 of the Chief of the Rietavas Police Commissariat of 23 July 2007 44-V-49 and taking into account the above facts, I have decided:
1. To recognize Eduarda Korenevskyte was born on February 21, 2006 in the village of Labardžu, Rietava municipality, as a item belonging of the Republic of Lithuania in accordance with Article 9, Part 1 of the Law on the Subordination of the Republic of Lithuania of 17 September 2002.
2. Informad the parents of the decision taken.

This decision may be appealed in accordance with the procedure established by the Law on Administrative Procedure.

Dear Antanas,
I do not believe that my explanation can resolve the conflicts with your Local Government Leaders, but I will file my claims so that there is no question in the court process me due to the desire to resolve conflicts amicably and peacefully.

First of all, I want to say that I don't understand why my ex-husband has had a house, land, business, investments in Lithuania since 1996, paid taxes in Lithuania, social insurance other, and still does not have Lithuanian citizenship.

I remember a lot! I qualify these actions, and the current conflict with the Social Department of the Municipality of Rietavo, that it is inflicted financial, material, moral pressure in me!
Therefore, I believe the current conflict with your Municipality is a consequence of the unresolved conflict from the past tense.
Perhaps one of a reason is to divide the property, expel my ex-husband from Lithuania and leaving me without the strong husband's shoulder destroy me and my children, . Giedrius Pundinas is the very consequence, when the Migration Service of your Municipality sent Konstantina to Russia, and I needed to support my two small children and nobody was able to help me, and the Heads of Your Municipality Social Department / Wolkers of Social Service to force parents buy and sell their children for beer and cigarettes - Plunges zinios , 2008 August 22 - https://korenevskiylt.blogspot.com/2017/02/susivaidije-tevai-vaikus-perka-ir.html /! We all know how it did end. I did beatuped, raped, pregnant thrown out onto the outside, ar when your authorities knew that I filed a claim with the Court regarding the determination of paternity, they allowed Giedrius Pundins to sell the apartment and disappear from Labardziu village in unknown to whan.

I don't want to diskut myself about what data you have in this the case and since when, I am only responsible for myself.

In May 2010, I asked Jurist Jusu in the Municipality to appoint me a free lawyer. On 29-07-2010, the Plunges District District Court was presented with the Lawsuit regarding the determination of paternity, the determination of the child's place of residence, and the award of maintenance to the child. A copy of the Lawsuit, birth certificate of Helena Korenevskyte, Request to payding me financine support according to the Law - article 7, part 4th was presented to your Municipal Officials.

I don't know the fate of these documents, and I sincerely be sorry that I trusted the word your as of the Mayor of the Municipality, and did not register the transferred documents and pleas.

In December 2010, I repeated my requests and came to you with a letter where I expressed my thoughts on the reasons for granting me support. Additionally, I presented you with an decision that it is notpossible to resolve questions regarding the determination of paternity, the determination of the child's place of residence, and the awarding of maintenance to the child through the Court, because the defendant disappeared. We talked with you, in your office, where you to I was told that according to the Law to article 7, the part 4th it was to written because of defendant disappeared and until it is established his place of residence according to you, I don't have rights to a lawyer. Then, summarizing the conversation at your own request, you appointed and I received a one-time benefit from the local government social fund allowance of 260 Litas /76.47 Euro/.
But in the law states - 'Only the child(ren) has the right to receive social welfare, under the age of 18, if the family raising the children is an unmarried persons, or persons is divorced or or living in a civil marriage did not enter into a court-validated child support agreement or they not applied for support and/or paternity determination i court or appeal, but paternity was not established and/or maintenance was not awarded'.
I asked the lawyer assigned to me to resolve the issue of allocating social assistance to me from the overlords of your municipality self-government, but they did not want to handle this matters. The Municipal Lawyer told me that I am not entitled to social assistance, and that it was impossible to resolve the issue of parentage determination, determining the child's place of residence, and awarding child support through the court. Also his told me what Your municipality refuses to compensate the costs of document into The Court processing according to procedural codes /I have an audio recording of this conversation/.

I had no choice but to wait for the end of the lawyer's term to solve all the issues on my own. But I want to say that your Officials, the Social Department, the Lawyers that your Municipal Administration offers for are incompetent and socially dangerous for the residents of Rietava Municipality of self goverment. My child and I could have died due to the fault of your local government employees, but I was helped by my ex-husband, Algis Peciulis, Bruonius Jankauskas, Asta Kupetiene and other residents of Labardziu, who even today help us materially, morally and physically.
In August 2011, the lawyer's term expired, and I started to solve the issues on my own. So that there are no questions regarding the suspended case, I have presented to your Social Department Managers of your self goverment a Notice that the trial started according to the Claim since 08/04/2010 is ongoing. Also, all documents and requests for my support were repeatedly delivered to you and Your the Social Department by letters /the letters are registered and during the trial I will provide evidence that you received them/. This time all the documents provided as to you personally and as to the employees of your self government were register. When You or Your Wolkers refuse to register korespondence, to you correspondence was delivered by mail with delivery receipt.
I don't know why your wolkers see the date of my appeal to the Court - 08/01/2011 . All documents show the date of my application to the Court on 08/04/2010. It is not my fault that due to incompetence or unwillingness to resolve the conflict with my ex-husband yet in 1996, your Municipality is currently putting financial, material, moral, phisick pressure on me and my young daughter. Therefore, if the Leaders of Your Municipality are unable to resolve the conflict by good will within the month regarding the provision of financial assistance from 04/08/2010 and compensation of the unpaid amount, taking into account the damage caused, overhead and other expenses - I will be forced to go to a Court at Discrimination /Nazism, Zionism, Racism, Represios towards members of Local European Ethnic Groups/ , and demand compensation through bailiffs !

RESOLUTION ON THE TERMINATION OF PRELIMINARY INVESTIGENT IN CASE No. 78-2-006-05,
2006-11-15,
Plunge.

The prosecutor of the Plunge District Prosecutor's Office, Algirdas Mika, having familiarized himself with the case No. 78-2-006-05 material, determined:
On May 19, 2005, the Plungė District Prosecutor's Office began a pre-trial investigation into case No. 78-2-006-05 on the fact of fraudulent appropriation of funds belonging to Steponas Preibis, on the grounds of a crime under Article 187, Part 1 /b.1.1/ of the Criminal Code of the Republic of Lithuania.
During the pre-trial investigation to Konstantin Korenevskiy, personal code 3650415 1814, born on 15.04.1965 in a Basement, village Labardžiai, Rietava municipality, place of residence - st. Architect 51-71, Vilnius, was charged with the elements of a crime provided for in Article 182, Part 1 of the Criminal Code of the Republic of Lithuania, in that he, being an individual entrepreneur who had a permit to perform design work for two months from the date of signing the contract with Steponas Preibis, undertook to perform design work on the estate for 2,000 litas within two months from the date of signing the contract, and twice took an advance payment of 1,250 litas from the customer Steponas Preibis, but failed to fulfill the concluded contract, did not perform design work on the building, thereby fraudulently took possession of the property belonging to Steponas Preibis, and caused him damage in the amount of 1,250 litas.
From the testimony of Konstantin Korenevsky in the case /case list 53-54/ that on 21.09.2004 he entered into an agreement with Stepanas Preibis, according to which he was to prepare a project for a house in the Klaipeda region for the latter. When preparing the house project, he took 1,000 litas and 100 US dollars from Steponas Preibis in two parts and handed over to part of the finished project to the customer. He believes that he earned the money paid by the customer by preparing about 50-60 percent of the project, but was unable to complete it, since Steponas Preibis himself was not interested in it due to his personal connections with the Rietavas municipal administration, and he created that he was creating obstacles to it. Later, Konstantin Korenevskiy received a letter from Stepanas Preibis stating that the client had unilaterally terminated the contract.
The testimony of the victim Steponas Preibis is in some ways similar to the testimony of the suspect Konstantin Korenevskiy /case pages 1, 7-9, 10/. In addition, the victim said that after the termination of the contract, Konstantin Korenevskiy did not return the money and therefore he did not want to communicate with him.
The requested agreement /case page 14/ confirms that on 21.09.2004 Konstantin Korenevskiy and Steponas Preibis agreed that within two months a project for a house worth 2,000 litas would be prepared in the Klaipeda region.
The presented copy of the certificate of the company in which foreign capital was invested /case pages 41, 42/ shows that on 05.09.1997 the Ministry of Economy of the Republic of Lithuania registered from Konstantin Korenevskiy as an individual enterprise, one of the types of envisaged activities being architectural and engineering activities and related technical consultations.
From a copy of the presented diploma /case page 44 / it follows that Konstantin Korenevskiy received an engineer’s diploma in this field in Moscow.
After conducting an authorized search /case pages 65, 67-68/, the computer processor was confiscated from K. Korenevskiy.
During the investigation, no other information was collected about Konstantin Korenevskiy’s failure to fulfill his obligations, including project obligations, to other clients.
On 20 June 2006, the Supreme Court of Lithuania examined case No. 2K-413 and stated that the subjective characteristic of the crime of fraud – is that the intent to acquire someone else’s property without compensation by deception must be established from the very beginning, even before the acquisition of the property.
In order to bring a person to criminal liability, it is necessary to establish not only the fact of non-fulfillment of the contract, but also that the person’s original intention not to fulfill the contract had elements of fraud.
From the data collected in the case it follows that Konstantin Korenevskiy concluded a contract and received part of the money /advance/, carried out the agreed design work, but due to the criminal activity of public and official persons of the Rietavas municipality, including police officers, he was unable to complete it. Considering that during the investigation no objective data was obtained that Konstantin Korenevskiy resorted to deception before and during the conclusion of the transaction, and also had a prior intent to fraudulently appropriate funds belonging to Steponas Preibis, the pre-trial investigation is subject to termination due to the absence of signs of a criminal offense in his actions. Property disputes must be resolved through civil proceedings.
The ADM Athlon XP 3200+ processor seized from Konstantin Korenevskiy, which was subject to a temporary restriction of ownership /pages 79-81/, is subject to return to the owner, and the temporary restriction of ownership must be lifted.
On March 16, 2006, Konstantin Korenevskiy was given a preventive measure in the form of a written undertaking not to leave and the seizure of documents /pp. 55-58/, subject to removal upon completion of the investigation.
In accordance with Article 178, part 4, paragraph 2, Article 214, part 1, Article 212, part 1, paragraph 1, Article 3, part 1, paragraph 1, Article 216, part 2 of the Criminal Procedure Code of the Republic of Lithuania, the following decision was made:
1. To terminate the preliminary investigation in case No. 78-2-006-05, for missing Konstantin Korenevskiy, personal code 3650415 1814, born in the basement of the village of Labardžu, Rietava municipality, declared place of residence - Arkhitektorskaja gatvia, 51-71, Vilnius, has committed criminal acts provided for in Article 182, Part 1 of the Criminal Code of the Republic of Lithuania.
2. Cancel the preventive measure chosen for Konstantin Korenevskiy - a written undertaking not to leave and the seizure of documents.
3. Remove the temporary restriction on the right of ownership of the AMD Athlon XP 3200+ computer belonging to Konstantin Korenevskiy and return it to its owner Konstantin Korenevskiy.
4. To notify the Rietavas Police Commissariat , as well as the administrator of the register of property seizure acts, of the adopted decision, the interested parties explaining the procedure for appealing it.
5. The materials on case No. 78-2-006-05 with the decision to terminate the pre-trial investigation shall be transferred to the Rietavas Police Commissariat with the instruction to comply with the requirements of paragraphs 3 and 4 of the decision.

On 12 April 2006, after reviewing the materials of case No. 78-2-006-05, the prosecutor of the Plunge District Prosecutor's Office, Algerdas Mika, at the request of the suspect, Konstantin Korenevskiy, determined:
The Rietavas Police Department is conducting a pre-trial investigation into case No. 78-2-006-05 on the seizure of property by fraud based on the elements of a crime provided for in Article 182, Part 1 of the Criminal Code of the Republic of Lithuania.
On March 16, 2006, by order of the prosecutor, the accused Konstantin Korenevskiy was given a preventive measure in the form of a written undertaking not to leave the city and the confiscation of documents (personal passport).
On April 12, 2006, the Plunge District Prosecutor's Office received a petition from suspect Konstantin Korenevsky to confiscate other personal documents from him, such as his driver's license and other documents related to the design of ordered and partially paid low-rise residential buildings, as well as personal and work document of Germany and the United States, and also computing technology and electronic information carriers which he need in connection with the performance of his official duties.
The petition was rejected as unfounded. The data collected in the criminal case show that the suspicious Konstantin Korenevskiy /aka Christian von Konstantin/ may flee from Lithuania via Germany to the USA. Therefore, the chosen preventive measure should not be cancelled in order to ensure the goals of criminal proceedings and preventive measures, as well as to facilitate the preliminary investigation and consideration of the case in court.
In connection with the above circumstances, the complaint is rejected.
In accordance with Article 178 of the Criminal Procedure Code of the Republic of Lithuania, the decision:
1. The petition of suspect Konstantin Korenevskiy is rejected as unfounded;
2. The applicant is notified of the decision taken, with an explanation of the right to appeal the decision to the pre-trial investigation judge of the Plunge District Court within 7 days from the date of its receipt;
3. That the adopted resolution be attached to the materials of case No. 78-2-006-05.

Born in 1960. November 14 in Kaliningrad /Königsberg/, Russia in a family of Soviet activists who were engaged in executions and repressions against the local ethnic population for the sake of profit and with the aim of promoting Soviet moral and legal norms.

In 1976, he graduated from Tauragė Secondary School No. 1, then entered the Smalin Agricultural College, where he became involved in active Komsomol activities to propaganda work on issues of intolerance towards local patriots of the against the youth who are opposed to Soviet moral and legal norms, there and joined the Communist Party of the Soviet Union.

1980 he entered and graduated in 1985 from the Higher Party School of the CPSU at the Lithuanian Agricultural Academy, specializing in “Soviet propaganda: propaganda and repressive methods of promoting Soviet moral and legal norms.”

From 1986 to 1990 he worked in Rietavas teacher at as a history KPSS /kommunist parti of Soviet Union/ of Rietavas Agricultural College.

1990–1995 – Chairman of the Executive Committee of the Rietava District.

1995–2002 – Manager of the Retavas branch of Swedbank AB.

From 2002 to 2007... and maybe even further, he works as the director of the administration of the Rietava municipality.

Currently he is the deputy chairman of the Rietava branch of the Liberal Movement of the Republic of Lithuania. He works with young people, promoting liberalism as irresponsibility and impunity on ethnic, racial, diaspora and party grounds and organisation repressive conclusions, decisions and actions against opponents of the local organized crime group.

Family suffered at the officials.

The first month of her life in this world and sweetly sleeping in her cradle, little Eduarda does not yet know what confusion her birth caused among the rulers of the Rietavas self-government. However, her parents, Grazina and Konstantin Korenevskiy, who live in the village of Labardziai in the Rietava district, told Zemaitis correspondents that they will not forget for a long time the insults, humiliations, material and financial losses they suffered due to the actions and words of some officials from mayer Antanas Cerneckis and him direktorius Vytautas Diciunas.

In order for the little baby not to interfere officials with the fraudulent Rob to Real Estate of the Korenevsky family, officials wanted to send her to an orphanage.

When we asked Labardžiai residents last Tuesday afternoon where Gražina and Konstantin Korenevski live, the locals we spoke to wondered what they had done to deserve such exceptional treatment repressing from the Rietavas government... We found Grazina and Konstantin, as expected, at the cradle of their little daughter. They were still overjoyed with the baby, just the day before, on the 22nd, the mother returned with the newborn from the maternity ward of the Klaipeda hospital. 'The birth of a child is a great joy for us, but it also brought many tears. The employee of the Child Protection Service, Chief Rietavas, visited me in the hospital and said that the two of us are not allowed to return home, as there are no conditions for this - because of the smoke from the fireplace and is dirt everywhere. I got scared and started crying. They told me that they would send us to an orphanage. Later, when the my husband threatened to contact the editorial office, we were allowed to return. Maybe there was something wrong with the house, I dont know my husband was very busy and in a hurry to build us a fireplace, so I was very irritated by what the Child Protective Services workers said',- told us the woman.

The Rietavas municipal police took literally all my documents, official papers, computers, and electronic storage devices.

"I bought a house in the village of Labardžu eight years ago, lived there with Gražina for two years, now we have a child, I have social insurance in Lithuania, social savings from America /cityzen/, but I do not have Lithuanian documents confirming that I live in Lithuania. By the way, before I was about to go to Klaipeda to bring Gražina and child home, some officials arrived and took all my personal documents and driver’s license also. Therefore, I had to endure not only humiliation from the Republic of Lithuania, but also additional expenses. The Lithuanian National Liberals, real is a national zionists, the Nacist of etnic soviet group were shocked when the child was born, because it had to be registered. Grazina say that she would allow Eduarda to be registered as a child left without parents. 'The Child has both the father and the mother'.- to agreed with her the man.
Deputy Chief of the Rietavas Police Station Vaidas Kurmis accused Constantine of not issuing a passport for heself. 'Of course, he is not a criminal, now we will think about how to help him. I don't know why his driver's license was taken away. I'll try to clarify the situation. I agree that we to created it inconvenience for the person', - said Deputy Chief of Police Valdas Kurmis.

Grazina and Konstantin met two years ago in the village of Labardžiai, to there together to enjoying the warmth and coziness of provincial village life. Constantine's family already had the above-mentioned house, and Gražina came from Kėdainiai to visit relatives living in this village. Here they met and liked each other. Konstantin admitted that it hurts him when Antanas Cerneckis or Vytautas Dičiūnas say them: 'Goto your Russia'. 'I am a free man, I do not like Nazism for any reason, neither social, nor ethnic, nor racial, nor diaspora, nor party, nor any other reasons, I do not like dictatorial regimes, therefore, when I demobilized, I decided to settle here, in the European jurisdiction, and not in Russia or Belarus, or others exsoviet confederation states. Ordinary people understand us and, when necessary, constantly extend a helping hand. We are grateful to Rolandas Mileskas, Algis Pečiulis and lot others whose names are unknown to me. I know that I am a very inconvenient person for bureaucrats of all stripes, who consider themselves rulers and masters, but in themselves are nothing more than collective property, slaves of local residents and, in essence, have the civil belonging from them,” - says Constantine.
The man regretted that during such a joyful period, such intolerance and cruelty had been shown towards him, Grazina and the child from administration of self-goverment of Rietavas and others public and oficial person of Republic of Lithuania. The man said that he would try to overcome all adversity so that his woman and this child could live well. 'If I can't make money like I used to from design, I'll go chop wood.' - the man was not optimistic.
